Ca Clean Truck Check, who needs to sign up?
Nearly all diesel and alternative fuel heavy-duty trucks, buses, and other vehicles with a gross vehicle weight rating over 14,000 pounds that operate in California are subject to the compliance deadlines mentioned above. Affected vehicles include hybrid trucks and buses, commercial vehicles, privately-owned vehicles, government vehicles, AND vehicles registered outside of California. For Fees and information on vehicles that are exempt from Clean Truck Check, please refer to the Fact Sheet: https://ww2.arb.ca.gov/overview-fact-sheet-clean-truck-check

What you need to get tested and pass
The truck cannot have unapproved modifications to the exhaust system and DPF. Cannot be deleted , or have check engine light on right before the test. If a truck fails the test, you need to fix the problems and get retested to be compliant.

What are the penalties for not being registered and tested with CA Clean Air Resource Board and Enforcement?
While CARB is being vague on actual penalties, one thing we know for a fact is that CA DMV will place a hold on CA registered Vehicles for non compliance and you won't be able to register or renew your plates. Out of state vehicles entering CA may be subject to inspections to verify compliance, as well as emission reading devices are installed at scale houses to catch trucks emitting excessive soot. Penalties are designed to remove any economic benefit a responsible party obtained through noncompliance, and to deter future violations across the industry. While maximum penalties are established by statute, CARB measures the severity of the violation by considering all relevant circumstances, including the eight statutory factors, together with general considerations that apply to all penalty determinations. By consistently applying the enforcement process, CARB strives to assess an appropriate penalty that is fair to the responsible party, and is just to the impacted community and the affected public.
